Using Evaluation to Expand and Improve Engagement with Agricultural Extension Services
This summer, I worked with Precision Agriculture for Development (PAD) (now Precision Development [PxD]), an organization that uses mobile technology, data science, and behavioral economics to provide actionable agricultural information directly to smallholder farmers, improving yields and economic outcomes. I supported a team in Odisha, India that was expanding the existing service - which sends advisory messages and operates a Q&A hotline with trained agronomists - to include livestock and fisheries farmers. Specifically, I built out the M&E framework to include fisheries and planned a potential A/B test to determine if sending follow-up SMS messages after advisories improved engagement or the effectiveness of the service. Additionally, looking at survey data I developed a strategy for improving outreach to priority underserved demographic groups. Given my quantitative analysis and evaluation specialization in GHD, working with PxD was a relevant way to explore how rigorous evaluation can be successfully intertwined with program implementation.
In addition to working with PxD, I have had the opportunity to work part-time with the World Bank, developing M&E protocols for a project in Bangladesh that supports the reintegration of migrants following their forced return due to Covid-19.
