Rangel, Payne, and Pickering Fellowships

As part of our commitment to develop the next generation of values-led global public servants, the GHD Program is committed to funding the difference between the sponsored tuition amount and full-time tuition, health insurance and mandatory fees for a limited number of admitted Pickering, Rangel and Payne Fellows each year. In addition, all admitted Fellows will automatically be considered for partial merit aid at the discretion of the graduate program. Fellows receive tailored career support and mentorship opportunities that ensure that Pickering, Rangel and Payne Fellows graduate from Georgetown ready to make a positive impact from the outset of their public service careers.

Scholarships will be awarded for the first year of study and are renewable at the same amount for the second year of study, contingent upon satisfactory academic progress. To retain the first-year scholarship, students must have a minimum 3.0 cumulative GPA in coursework toward the GHD degree at the end of the first year.

The GHD Program will also waive the application fee for Rangel, Pickering, and Payne finalists.

Fellowship Information

• The Charles B. Rangel Graduate Fellowship Program: The Rangel Graduate Fellowship is a program that aims to attract and prepare outstanding young people for careers in the Foreign Service in which they can help formulate, represent and implement U.S. foreign policy. Each year, the Rangel Program selects 45 outstanding Rangel Fellows in a highly competitive nationwide process and helps support them through two years of graduate study, internships and professional development activities, and entry into the Foreign Service. The Rangel Fellowship will provide up to $42,000 per year for tuition, mandatory fees and other educational and living expenses, including an $18,000 annual living stipend.
• USAID Donald Payne Development Fellowship: The USAID Donald M. Payne International Development Graduate Fellowship Program seeks to attract outstanding young people who are interested in pursuing careers in the Foreign Service of the U.S. Agency for International Development (USAID). The Payne Fellowship, which provides up to $104,000 in benefits over two years for graduate school, internships, and professional development activities ($24,000 per year toward tuition and mandatory fees; an $18,000 annual living stipend; and up to $10,000 per year in stipend, housing, transportation, and related expenses for summer placements), provides a unique pathway to the USAID Foreign Service. The fellowship encourages the application of members of minority groups who have historically been underrepresented in international development careers and those with financial need.
• The Thomas R. Pickering Graduate Foreign Affairs Fellowship: The Thomas R. Pickering Foreign Affairs Fellowship is designed to attract outstanding individuals from all ethnic, racial and social backgrounds who have an interest in pursuing a Foreign Service career with the U.S. Department of State. Graduate applicants must be seeking admission to a two-year master’s degree program. 45 Fellows will receive financial support of up to $42,000 annually* for tuition costs, room and board, books, and mandatory fees, including an academic year stipend of $18,000 per year.
